Latar belakang dari penelitian ini adalah untuk melihat sejauh mana kepatuhan dan kendala masyarakat terhadap kepemilikan surat Ijin Mendirikan Bangunan dan selama pengurusan Ijin Mendirikan Bangunan (IMB) dengan melakukan penelitian di Kelurahan Antirogo dan dari informasi di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Jember. Teknik pengambilan data yang digunakan yaitu melalui observasi, wawancara, dan dokumentasi, kemudian data yang dikumpulkan diolah dan dianalisis. Untuk hasil penelitian ini diketahui bahwa Ijin Mendirikan Bangunan erat kaitannya dengan masyarakat yang mempunyai hak untuk memanfaatkan tanah, baik yang akan digunakan untuk membangun gedung, pertokoan, kos-kosan, bahkan hunian atau tempat tinggal dengan syarat harus adanya ijin. Tetapi kebijakan Ijin Mendirikan Bangunan belum berjalan dengan baik, utamanya menyangkut ketidak patuhan dan kendala masyarakat karena kurangnya sosialisasi dari pemerintah daerah. The background of this research is to see the extent to which the community's compliance and obstacles to the ownership of a building permit and during the processing of a building permit are carried out by conducting research in the Antirogo Village and from information at the Jember Regency Investment and One-Stop Integrated Service Office. The data collection technique used is through observation, interviews, and documentation, then the collected data is processed and analyzed. For the results of this study, it is known that the Building Permit is closely related to the community who has the right to use the land, whether it will be used to build buildings, shops, boarding houses, even housing or residence with the condition that a permit must be obtained. However, the building permit policy has not gone well, mainly regarding disobedience and community constraints due to lack of socialization from the local government.
