Abstract

Abstrak Penelitian ini bertujuan untuk mendeskripsikan Implementasi Peraturan BupatiNomor 56 Tahun 2019 Tentang Pengurangan Penggunaan Plastik Sekali Pakai di KabupatenLumajang. Penelitian ini merupakan penelitian Yuridis empiris dengan metode pendekatan kualitatif yaitu untuk mengeksplorasi dan memahami suatu gejala sentral. Untuk mengerti gejala sentral tersebut peneliti mewawancarai peserta penelitian atau partisipan dengan mengajukan pertanyaan yang umum. lnformasi yang disampaikan oleh partisipan kemudian dikumpulkan, lnformasi tersebut biasanya berupa kata atau teks. Data yang berupa kata-kata atau teks tersebut kemudian dianalisis. Penelitian ini dilakukan di Dinas Lingkungan Hidup Kabupaten Lumajang karena Dinas Lingkungan Hidup Kabupaten Lumajang yang menjadi pelaksana dari Peraturan Bupati Nomor 56 Tahun 2019 Tentang Pengurangan Penggunaan Kantong Plastik Sekali Pakai di Kabupaten Lumajang, toko retail modern dan masyarakat kabupaten lumajang. Dalam pelaksanaan Peraturan Bupati Nomor 56 Tahun 2019 Tentang Pengurangan Penggunaan Plastik Sekali Pakai di Kabupaten Lumajang Sudah dijalankan berdasarkan Peraturan Bupati Nomor 56 Tahun 2019 tentang Pengurangan Penggunaan Plastik Sekali Pakai. Namun dalam melakukan penanganannya belum dilakukan secara optimal karena masih terdapat beberapa poin yang dijalankan hanya satu kali saja yakni pada saat melakukan pengawasan pelaksanaan pengurangan penggunaan plastik sekali pakai. Serta pemerintah masih belum sepenuhnya mampu untuk memfasilitasi penerapan teknologi tepat guna dan hasil guna pembuatan pengganti plastik sekali pakai. Dengan masih banyaknya toko retail modern yang tidak menyediakan kantong benlanja yang terbuat dari kain atau kertas yang mengharuskan masyarakat yang berbelanja harus membawa kantong belanja sendiri. Dari segi komunikasi yang dilakukan oleh Dinas Lingkungan Hidup belum dilakukan secara optimal. Komunikasi merupakan hal penting agar tidak terjadi kesalah pahaman antara pihak yang membuat kebijakan dengan masyarakat. Kata Kunci: Implementasi, Sampah Plastik, Lingkungan Abstract This study aims to describe the implementation of Regent's Regulation Number 56 of 2019 concerning Reducing the Use of Single-use Plastics in Lumajang Regency. This research is an empirical juridical research with a qualitative approach method, namely to explore and understand a central phenomenon. To understand the central phenomenon, the researcher interviewed research participants or participants by asking general questions. The information submitted by the participants is then collected, the information is usually in the form of words or text. The data in the form of words or text are then analyzed. This research was conducted at the Lumajang Regency Environmental Service because the Lumajang Regency Environmental Service was the executor of Regent Regulation No. 56 of 2019 concerning Reducing the Use of Single-use Plastic Bags in Lumajang Regency, modern retail stores and the Lumajang Regency community. In implementing the Regent's Regulation Number 56 of 2019 concerning Reducing the Use of Single-use Plastics in Lumajang Regency, it has been carried out based on the Regent's Regulation Number 56 of 2019 concerning Reducing the Use of Single-use Plastics. However, the handling has not been carried out optimally because there are still several points that are carried out only once, namely when supervising the implementation of reducing the use of single-use plastics. And the government is still not fully capable of facilitating the application of appropriate technology and results for the manufacture of single-use plastic substitutes. There are still many modern retail stores that do not provide shopping bags made of cloth or paper, which requires people who shop to bring their own shopping bags. In terms of communication carried out by the Department of the Environment has not been carried out optimally.
