The purpose of carrying out this research is to find out the process of collaboration between stakeholders in realizing a Foreign Exchange Village in Sidomulyo Village, Silo District, Jember Regency. The problem in this research is formulated as to what is the process of collaborative governance in creating a Foreign Exchange Village in Sidomulyo Village, Silo District, Jember Regency? The research method used is descriptive research method with a qualitative approach. In the research, the respondents and informants were people who really knew the problems to be studied and resource persons who had expertise and a good understanding of certain issues.
