Abstract

This study aims to describe the process of service transformation before and after the SIMPEDA application in Balung Lor Village. given that services in villages are still complicated, services take a long time, and there are so many documents or archives piled up because they are still done manually. This study uses a qualitative descriptive research method by collecting data by interview, observation, and documentation. The results of the study show five Rogers characteristics: 1) Relative Advantage, 2) Compatability, 3) Complexity, 4) Triability, 5) Observability can provide advantages, system changes so that this application has brought a good change, making it easier for the community and the Balung Lor Village apparatus. However, SIMPEDA's innovation to support digital transformation has problems in adjusting because the village apparatus' human resources are elderly. In addition, according to the study findings, researchers found weaknesses. The theory put forward by Rogers did not cover the Innovation culture. Rogers' theory did not explain how the culture of innovation also requires changes in behavior in providing services from manual to digital-based.
