Abstract
The environment is an absolute part of a person's life. At present the development of Jember Regency is also very fast, in addition to the high rate of population growth, on the other hand there are also developments such as housing development, markets, both traditional and modern. One of the environmental problems that has not been handled properly is waste management. With the enactment of Law Number 18 Year 2008 Based on the provisions of Article 9, there are responsibilities/obligations of local governments to carry out policies on waste management that are aligned with the norms, standards, procedures and criteria of public services. Regency/City Government based on its implementing regulations based on Regulation of the Minister of Home Affairs Number 33 Year 2010 concerning Waste Management. With the enactment of the above regulations, it is hoped that the regency/city government will carry out environmental management of waste so that environmental pollution can be handled properly. This study uses normative legal research using a statutory approach, a conceptual approach and a case approach. Keywords: Policy, Environment, Waste Management. Abstrak Lingkungan hidup merupakan bagian yang mutlak dari kehidupan seseorang Dewasa ini perkembangan Kabupaten Jember juga begitu pesat, selain tingkat pertambahan penduduk yang cukup tinggi, di sisi lain juga terjadi pembangunan seperti pembangunan perumahan, pasar-pasar, baik yang tradisional maupun modern. salah satu masalah lingkungan hidup yang sampai saat ini belum dapat ditangani secara baik salah satunya pengelolaan sampah. Dengan berlakunya Undang – Undang Nomor 18 Tahun 2008 Berdasarkan ketentuan Pasal 9 terdapat adanya tanggungjawab/kewajiban pemerintah daerah untuk melakukan kebijakan terhadap pengelolaan sampah yang diselaraskan dengan norma, standar, prosedur, dan kreteria pelayanan publik. Pemerintah Kabupaten/Kota berdasarkan dengan peraturan pelaksanaannya berdasarkan Peraturan Menteri Dalam Negeri Nomor 33 Tahun 2010 Tentang Pengelolaan Sampah. Dengan berlakunya peraturan-peraturan diatas diharapkan pemerintah kabupaten/kota dalam melaksanakan pengelolaan sampah berwawasan lingkungan hidup sehingga pencemaran lingkungan hidup bisa tertangani dengan baik. Penelitian ini menggunakan penelitian hukum normatif dengan menggunakan pendekatan perundang-undangan, pendekatan konseptual dan Pendekatan kasus. Kata Kunci : Kebijakan, Lingkungan Hidup, Pengelolaan Sampah.
