Abstract
ABSTRAK Nama : Dicky Kurnia Ramadhan Program Studi : Ilmu Pemerintahan Judul : Pengawasan Melekat Terhadap Pelayanan Perjinan (Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu Kabupaten Bondowoso) ABSTRAK Persoalan perijinan di Indonesia masih banyak terdapat hambatan-hambatan bagi investasi di dalam negeri. Secara umum, terdapat beberapa masalah dalam perijinan ber-usaha di indonesia. Hal tersebut salah satunya disebabkan akibat proses yang terlalu berbelit-belit dan ketidakpastian kapan terbitnya suatu perizinan tersebut. Melihat dari kondisi tersebut untuk dapat mencapai kinerja yang baik diperlukan pengendalian yang efektif dan efisien baik dari segi waktu dan penggunaan sumberdaya yang ada. Pengawasan seperti ini biasa di sebut pengawasan melekat. Pengawasan merupakan suatu hal yang sangat penting guna mencapai suatu tujuan yang telah direncanakan. Dari hal tersebut Peneltian dengan judul “Pengawasan Melekat terhadap Pelayanan Perijianan” dilakukan untuk mendeskripsikan pelaksanaan Pengawasan Melekat Terhadap Pelayanan Perijinan di Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu dan Tenaga Kerja Kabupaten Bondowoso. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Adapun penentuan penentuan informan menggunakan teknik puposiv sampling. Sedangkan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Dalam penelitian ini peneliti fokus dengan pelaksanaan Pengawasan Melekat Terhadap Pelayanan Perijinan. Pelaksanaan Pengawasan Melekat Terhadap Pelayanan Perijinan diharapkan dapat memberikan kesempatan bagi terwujudnya pemerintahan yang baik dan kinerja pemerintah daerah yang efektif dan efisien terhadap organisasi. Dengan melaksanakan prinsip-prinsip pemerintah yang baik itu maka tiga pilar yaitu pemerintah, korporasi, dan masyarakat sipil hendaknya saling menjaga, saling suport dan berpartisipasi aktif dalam penyelenggaraan pemerintahan yang sedang dilakukan. Looking at these conditions to be able to achieve good performance, effective and efficient controls are needed both in terms of time and available resource use. Such supervision is usually called inherent supervision. Supervision is a very important thing to achieve a planned goal. From this, the research entitled "Adhering Supervision of Service Services" was carried out to describe the implementation of the Supervision of the Licensing Services at the Investment Office, One-Stop Integrated Services and Bondowoso District Workers. This study uses a descriptive qualitative approach. The determination of the determination of the informant uses the sampling technique puposiv. While collecting data through interviews, observation, and documentation. In this study the researcher focused on implementing the Supervision of Supervision of Licensing Services. The implementation of the Supervision of Supervision of Licensing Services is expected to provide an opportunity for the realization of good governance and the performance of regional governments that are effective and efficient towards the organization. By implementing the principles of good government, the three pillars, namely the government, corporations, and civil society should take care of each other, support each other and actively participate in the administration of the government that is being carried.
