Abstract
Perppu No.1 of 2020 was issued because the government considers that there is a crisis caused by the requirements for resolving legal problems quickly, for example now is the 2019 Corona Virus Disease (Covid-19). This type of research uses a normative juridical method. The data sources used are Primary, Secondary, and Tertiary. Based on the data analysis, it was found that the Perpu No. 1 of 2020 does not have clear objectives related to the urgency. In fact, it is in consideration that the Covid-19 pandemic is global in nature so it must take special action, but the special handling of the Covid-19 pandemic does not determine at all in the Perpu. What is not only a threat to the economy and financial system stability.
