Abstract
Seiring melesatnya jumlah penduduk suatu wilayah, kebutuhan di sektor industri pertanahan khususnya perumahan juga semakin menggeliat, tak terkecuali di Kabupaten Bondowoso, hal ini tentunya mengancam sektor industri lain seperti pertanian. Oleh karenanya untuk mengatasi hal ini Pemerintah Kabupaten Bondowoso melalui kebijakan Bupati mengeluarkan Perbup No 12 Tahun 2017 Tentang Izin Alih Fungsi Lahan untuk mengendalikan alih fungsi lahan agar tata guna lahan wilayah kabupaten sesuai dengan arahan rencana tata ruang wilayah. Namun, meski pertimbangan dikeluarkannya Perbup tersebut adalah untuk mengendalikan alih fungsi lahan agar sesuai dengan tata rencana ruang wilayah, nyatanya dalam Pasal 3 tetap menyatakan bahwa perubahan alih fungsi lahan tetap dapat dilakukan selama mendapatkan izin. Tentunya dalam hal ini pemerintah daerah bondowoso tetap memberikan kemudahan perizinan perubahan alih fungsi lahan pertanian, tegalan, kehutanan dan perkebunan menjadi lahan sektor industri seperti pemukiman, pertambangan dan industri. Hal ini jelas sangat mengancam sektor industri petanian yang notabene adalah penyumbang terbesar dari produk domestik regional bruto atau PRDB Kabupaten Bondowoso. As the population of an area increases, the need for the land industry sector, especially housing, is also growing, not least in Bondowoso Regency, this certainly threatens other industrial sectors such as agriculture. Therefore, to overcome this, the Bondowoso Regency Government through the Regent's policy issued Perbup No. 12 of 2017 concerning Land Transfer Permits to control land conversion so that the land use of the regency area is in accordance with the direction of the regional spatial plan. However, even though the consideration for the issuance of the Perbup is to control land use change so that it is in accordance with the regional spatial plan, in fact Article 3 still states that changes in land use can still be carried out as long as a permit is obtained. Of course, in this case the Bondowoso local government continues to provide ease of licensing for the conversion of agricultural, dry, forestry and plantation land into industrial sector land such as settlements, mining and industry. This clearly threatens the agricultural industry sector, which incidentally is the largest contributor to the gross regional domestic product or PRDB of Bondowoso Regency.
