Abstract
The state's mandate to provide protection, especially to the poor, abandoned children, and empowering the vulnerable to a life of dignity, one of which is aimed at homeless people and beggars. Homeless and beggars live in poor and ungrateful conditions. Their survival depends on the mercy of others, not having a home for refuge, so keep moving and sleeping in public places. Homeless and beggars are also vulnerable to acts of violence and mistreatment. Vagrant and beggars are also part of the citizens of Indonesia, a society that then lives with not in accordance with the norms of life of the nation of Indonesia. According to the exposure Jember District Social Service that the enforcement of Jember BANK Number 40 Year 2014 for homeless and beggars has been implemented, by raids to homeless and scattered beggars and given coaching.
