Abstract
In the context of improving the welfare of the people, the Regional Government and the community concerned shall carry out continuous and sustainable development. The development needs to be controlled in order to ensure that the development process is directed and in accordance with the wishes set. In accordance with the mandate of the 1945 Constitution, Article 28H paragraph 1, it is mandatory for the state to regulate and ensure the survival of its citizens, including the right to a decent place to live. In the article it is explained that "Everyone has the right to live in physical and spiritual prosperity, to live, and to have a good and healthy living environment and the right to obtain health services." Poverty in Indonesia, especially in Bondowoso Regency, is a very urgent problem to be addressed at this time One common characteristic of the physical condition of the poor is the lack of access to adequate facilities and infrastructure. The quality of housing and settlements that are far from appropriate standards, as well as uncertain livelihoods, even housing and settlements are basic needs of every human being and have a very important role as a center for family education and improving the quality of the millennial generation tocome. Keywords : Regional Regulations, Housing, Low-Income Communities Dalam rangka peningkatan kesejahteraan rakyat, Pemerintah Daerah dan masyarakat yang bersangkutan, melakukan pembangunan yang berlangsung secara terus-menerus dan berkesinambungan. Pembangunan tersebut perlu dikendalikan agar dapat menjamin proses pembangunan yang terarah dan sesuai dengan keinginan yang di tetapkan. Sesuai dengan amanat Undang–Undang Dasar 1945 pasal 28H ayat 1 telah mewajibkan negara untuk mengatur dan menjamin keberlangsungan hidup warga negaranya diantaranya adalah hak mendapatkan tempat tinggal yang layak. Dalam pasal tersebut dijelaskan bahwa “Setiap orang berhak hidup sejahtera lahir dan batin, bertempat tinggal, dan mendapatkan lingkungan hidup yang baik dan sehat serta berhak memperoleh pelayanan kesehatan” Kemiskinan di indonesia khususnya kabupaten bondowoso merupakan permasalahan yang sangat mendesak untuk ditangani pada saat ini, salah satu ciri umum dari kondisi fisik masyarakat miskin adalah tidak adanya akses sarana dan prasarana memadai. Kualitas perumahan dan permukiman yang jauh dari standar kelayakan, serta mata pencaharian yang tidak menentu, bahkan perumahan dan permukiman merupakan kebutuhan dasar setiap manusia dan mempunyai peran yang sangat penting sebagai pusat pendidikan keluarga dan peningkatan kualitas generasi millennial yang akan datang.
