Abstract

ABSTRAK Nama : FAHRUDIN Program Studi : 1510511056 Judul : Kebijakan Desa Dukuhdempok Dalam Melindungi Buruh Migran Dan Pemberdayaan Mantan Buruh Migran (Studi Pada Peraturan Desa Dukuhdempok Nomor 01 Tahun 2017) Penelitian ini bertujuan untuk mendeskripsikan kebijakan Desa sebuah inisiatif yang di buat oleh Pemerintah Desa Dukuhdempok tentang perlindungan Buruh migran beserta anggota keluarganya, tertuang dalam Peraturan Desa Nomor 01 Tahun 2017. Titik fokus dalam penelitian ini adalah pada Kebijakan Desa Dukuhdempok dan Pemberdayaan mantan Buruh Migran serta pada program yang dibuat Oleh Pemerintahan Desa yakni Desa Peduli Buruh Migran yang disingkat DESBUMI. Penelitian ini menggunakan pendekatan Kualitatif, teknik penentuan sampel menggunakan dan (snowball sampling) dilakukan dengan cara tanpa menentukan berapa jumlah sumber data yang akan diambil. Disini peneliti akan berhenti mencari data atau informan dari subyek yang akan di teliti jika data tersebut dianggap cukup. Dengan tekni penelitian ini, peneliti menentukan informan kunci yang dipilih awal penelitian yakni, Kepala Pemerintahan Desa, Ketua Desbumi, Migran Care, dan Mantan Buruh Migran. Teknik pengumpulan data yakni melalui wawancara, observasi, dan Dokumentasi. Data yang digunakan yakni data skunder dan data primer. Fokus penelitian yakni terkait dengan kebijakan Desa Mengenai perlindungan Buruh Migran dan Pemberdayaan mantan Buruh Migran yang tertuang dalam Peraturan Desa (Nomor 01 Tahun 2017), di Desa Dukuhdempok Kecamatan Wuluhan Kabupaten Jember. Penelitian ini mengacu pada teori berdasarkan pendapat yang di kemukakan dengan model Edward III. Edward III dalam Syafri (2008:34-35). Bahwa keberhasilan kebijakan ditentukan oleh factor penting, yakni seperti Komunikasi, Sumberdaya, sikap Implementor (disposision) dan Struktur Birokrasi Pelaksana. Dari hasil penelitian ini berdasarkan temuan data baik data primer dan data skunder, dapat dinyatakan bahwasanya Kebijakan Desa sudah berjalan dengan baik, karena Desa Dukuhdempok dengan Program Dan Peraturan Desa yang dibuat merupakan salah satu contoh penggerak atau mendorong agar Pemerintah Desa yang lain dapat meniru bilamana di Desa tersebut banyak masyarakatnya bekerja sebagai pekerja buruh migran, begitu pula dengan tingkat Daerah dapat membuat Peraturan Daerah atau Peraturan Bupati tentang perlindungan buruh migran beserta keluarganya, yang nanti dapat disinergikan dengan Peraturan Desa tersebut. ABSTRACT Name : FAHRUDIN Study Program : 1510511056 Title : Dukuhdempok Village Policy in Protecting Migrant Workers and Empowering Former Migrant Workers (Study on Dukuhdempok Village Regulation Number 01 Year 2017). This study aims to describe the Village policy of an initiative made by the Dukuhdempok Village Government regarding the protection of migrant workers and their family members, contained in Village Regulation No. 01 of 2017. The focal point in this study is on the Village Policy of Dukuhdempok and Empowering former Migrant Workers and on the the program created by the Village Government, namely the Village of Migrant Workers, abbreviated as DESBUMI. This study uses a qualitative approach, the technique of determining samples using and (snowball sampling) is done in a way without determining how many sources of data will be taken. Here the researcher will stop searching for data or informants from subjects who will be examined if the data is considered sufficient. With this research technique, the researcher determines the key informants chosen at the beginning of the study, namely, the Village Head, Desbumi Chair, Migrant Care, and Former Migrant Workers. Data collection techniques namely through interviews, observation, and documentation. The data used are secondary data and primary data. The focus of the research is related to the Village Policy Regarding the Protection of Migrant Workers and Empowering former Migrant Workers as stipulated in the Village Regulation (Number 01 of 2017), in Dukuhdempok Village, Wuluhan District, Jember Regency. This study refers to a theory based on the opinions expressed by the Edward III model. Edward III in Syafri (2008: 34-35). That the success of the policy is determined by important factors, such as Communication, Resources, the attitude of the Implementer (disposition) and the Implementing Bureaucracy Structure. From the results of this study based on data findings both primary data and secondary data, it can be stated that the Village Policy has been going well, because the Dukuhdempok Village with the Program and Village Regulations made is one example of a mobilizer or encourages that other Village Governments can imitate when in The village has many people working as migrant workers, as well as the Regional level can make a Regional Regulation or Regents Regulations on the protection of migrant workers and their families, which can later be synergized with the Village Regulation.
