Abstract

BABINSA as a community partner expected to be able to overcome social problems
which can interfere whole of unity and the unity of society by the way often actively involved in
community activities in its fostered region and also active to do activities which increases
awareness defend the country in the community.
BHABINKAMTIBMAS is a program from Indonesian National Police to get closer
police and build partnerships with the community. BHABINKAMTIBMAS realize the mission
of serving the community in real form so the police role can felt directly by the community in the
form of a service approach.
This research aims to know how the authority of members BABINSA and
BHABINKAMTIBMAS in Government administration based on government regulations
Republic of Indonesia number 73 in 2005 about urban village. other than that to know its
authority in the security sector.
The type of research used in this study is normative juridical. Normative juridical
research (legal research) is a problem raised, discussed and described in this research focused by
applying rule and norm in positive law.
Based on the results of this study, it can be concluded that role BABINSA and
BHABINKAMTIBMAS in carrying out security and order the community in Singonegaran
urban village Banyuwangi is not optimal. This is because BABINSA and
BHABINKAMTIBMAS does not exercise its authority accordingly with these duties and
authorities. The tasks of BABINSA and BHABINKAMTIBMAS does to overcome social
problems which can interfere whole of unity and the unity of society by the way often actively
involved in community activities in its fostered region and also active to do activities which
increases awareness defend the country in the community.
