This study aims to analyze the Allocation of Village Funds in Efforts to Increase Development in the Village Kemuningsari Kidul Jenggawah Subdistrict Jember District, through activities based on Jember Regent Regulation No. 13 Year 2015 About Guidelines for Management of Allocation of Village Funds include: Planning, implementation, Administration, Reporting and Accountability. The research method used is descriptive with qualitative approach. Data collection techniques used in the form of interviews and documentation. Data analysis techniques are done by collecting data, analyzing data, presenting data and drawing conclusions. The results of this study indicate that in the management of Village Fund Allocation, whose management using APBDesa in Desa Kemuningsari kidul has shown the application of accountable principles, and budget discipline. In terms of financial administration is also in accordance with applicable regulations. However, in Desa Kemuningsari Kidul, the principle of openness, transparency, and par- ticipation is lacking.
