Abstract

The purpose of this study is: first, to provide an overview of the application of mobile attendance in improving the work discipline of civil servants to encourage digital transformation in the Governance Section of the Regional Secretariat of Jember Regency. Second, to provide an overview of the obstacles encountered in implementing mobile attendance in improving the work discipline of civil servants to encourage digital transformation in the Governance Section of the Regional Secretariat of Jember Regency. This study used qualitative research methods. The results of the study show that first, in principle the mobile attendance system at the Governance Section of the Regional Secretariat of Jember Regency has been implemented properly. This is indicated by the increased discipline of the employees. With the implementation of this mobile attendance, every employee can take attendance in a timely manner, attendance can be accessed from 06.00- 08.00 and go home on time at 16.00. In its implementation, this mobile attendance provides a more practical attendance process, makes it easy for leaders to be able to monitor employees besides that this mobile attendance can increase employee work targets. Second, in the implementation of mobile attendance within the Governance section of the Regional Secretariat of Jember Regency, it turns out that there are still obstacles, namely that employees have difficulty changing tools or devices, cannot log in if the server is full, besides depending on cellular data or signals. In addition, the obstacle that occurs is the lack of understanding of the use of applications in aged employees
