Abstract
The reservation of nation forest through the implementation of PHBM Program in the area of Hutan Tangkapan Air Lereng Gunung Raung is an effort to give a positive contribution for society around the forest and also to keep the function of the forest. The main purpose of this research is to explore (socially and economically) the role of society around Hutan Tangkapan Air Lereng Gunung Raung. Furthermore, there are two specific aims of this research: (1) to analyse the role of society around Hutan Tangkapan Air Lereng Gunung Raung in the PHBM Program. (2) to analyse the program of PHBM around Hutan Tangkapan Air Lereng Gunung Raung by comparing its economic values and its cost. We use Proportional Random Sampling with a representative number of sample: we take 1 Kecamatan and 1 Desa of representative sample among the 8 existing Kecamatan. While, the proportional sample is based on the characteristic of the occupation of society (.e. farmer of coffee, rice, and tobacco). Furthermore, the random method is used to determine the respondent. The total respondent are 30 persons. Thus, we use quantitative and qualitative analysis. The result of this research shows that; (1) the role of society in the program of PHBM in Hutan Tangkapan Air Lereng Gunung Raung, Kab Bondowoso is very significant, which covers: keeping the enforcement of the main trees, assisting the management of Getah Pinus, and participating in the harvesting process of Pohon Jati. (2) in economic side, the research shows that the value is NPV >0 and BCR >1. It means, that the PHBM Program in the area of Hutan Tangkapan Air Lereng Gunung Raung can be continued consistently, because the benefit of PHBM Program in the area of Hutan Tangkapan Air Lereng Gunung Raung is bigger than its cost. Indeed, it is economically decent.
