Abstract

The eff ectiveness of a program which has been running for more than three years should be identifi ed through the evaluation activities. This is to diagnose substance, input, process and output in program implementation PUAP in Jember; and how changes in the welfare of farmers before and after the implementation of the program as measured by the change in the number of production enterprises agribusiness. Therefore, to address the issues in this study, the data that has been collected is processed, analyzed and presented in the form of frequency tables, and statistical analysis. Furthermore, the results of the analysis are interpreted and conclusions drawn inferentially. The study concluded: 1) The substance of the program “PUAP” less in tune with mechanisms built with an indication of which there are anomalies in program objectives and indicators of success outcome with mekenisme program “PUAP” which only emphasizes the venture capital assistance in on-farm activities. The program input PUAP incomplete as the nature and scope agribsinis process of implementing this program 75% are not in accordance with the guidelines of the program; 2) achievement of output indicators over the last seven years has decreased the number of targeted growth of 17.38% to -3.20%, Outcomes Outcome indicators as much as 55%, achievement of impact indicators as much as 44.76%, and the achievement of success indicators benefi t rose 7.38% compared to before the program PUAP; and Changes in the level of production in agri-business has increased on average by 13.99% after the implementation of the program.
