ABSTRAK
Penelitian ini dilatar belakangi oleh fenomena kinerja pegawai Dinas Perumahan
Rakyat, Kawasan Permukiman dan Cipta Karya Kabupaten Jember yang tidak
mencapai target yang telah ditentukan. Serta masih ditemukan bukti empiris
terkait variabel pengukur kinerja yang masih tidak konsisten. Tujuan penelitian ini
adalah untuk mengetahui dan menganalisis pengaruh beban kerja, kompetensi
pegawai dan budaya kerja terhadap kinerja pegawai melalui kepuasan sebagai
variabel intervening. Metode penelitian yang digunakan adalah deskriptif dan
verifikatif dengan teknik Structural Equation Modeling (SEM). Jumlah populasi
dalam penelitian ini adalah 212 dan jumlah sampel dalam penelitian ini adalah
100 dengan kriteria dan ketersediaana responden. Hasil penelitian membuktikan
bahwa beban kerja berpengaruh signifikan terhadap kepuasan kerja. Kompetensi
pegawai berpengaruh signifikan terhadap kepuasan kerja. Budaya kerja tidak
berpengaruh signifikan terhadap kepuasan kerja. Beban kerja berpengaruh
signifikan terhadap kinerja pegawai. kompetensi pegawai berpengaruh signifikan
terhadap kinerja pegawai. Budaya kerja berpengaruh signifikan terhadap kinerja
pegawai. Kepuasan kerja berpengaruh signifikan terhadap kinerja pegawai. Beban
kerja berpengaruh signifikan terhadap kinerja pegawai melalui kepuasan kerja.
Kompetensi pegawai berpengaruh signifikan terhadap kinerja pegawai melalui
kepuasan kerja. Budaya kerja tidak berpengaruh signifikan terhadap kinerja
pegawai melalui kepuasan kerja

ABSTRACT
This research is motivated by the phenomenon of the performance of employees of
the Public Housing, Settlement Areas and Cipta Karya Office of Jember Regency
who do not reach the predetermined targets. As well as still found empirical
evidence related to performance measurement variables that are still inconsistent.
The purpose of this study was to determine and analyze the effect of workload,
employee competency and work culture on employee performance through
satisfaction as an intervening variable. The research method used is descriptive
and verification using the Structural Equation Modeling (SEM) technique. The
total population in this study was 212 and the number of samples in this study was
100 with the criteria and availability of respondents. The results of the study
prove that workload has a significant effect on job satisfaction. Employee
competence has a significant effect on job satisfaction. Work culture has no
